Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Business & Commerce was held on Sunday, July 23, 2017, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 2:02 PM. The following business was transacted:

 

The chair laid out SB 7 and SB 94 together and recognized the author, Senator Hughes, to explain the bills. Witnesses testifying and registering on the bill are shown on the attached list.

 

Senator Nichols assumed the chair.

 

Senator Hancock resumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hancock moved that SB 7 and SB 94 be left pending; without objection, it was so ordered.

 

At 5:20 PM Senator Hancock moved that the Committee stand in recess.

 

At 6:12 PM Senator Hancock reconvened the meeting.

 

The roll was called at 6:13 PM.  A quorum was present.

 

The chair laid out as a matter of pending business SB 7. Senator Creighton moved that SB 7 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 3 nays, 0 present not voting, and 0 absent. 

 

The chair laid out as a matter of pending business SB 14 and recognized the author, Senator Hall, to explain the bill. Senator Campbell sent up a committee substitute.  The chair recognized Senator Hall to explain the difference between the committee substitute and the senate bill as filed. Senator Campbell moved adoption of the committee substitute; without objection, it was so ordered. Senator Campbell moved that SB 14 do not pass but that CSSB 14 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 3 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 13 and recognized the author, Senator Burton, to explain the bill. Senator Campbell sent up a committee substitute.  The chair recognized Senator Burton to explain the difference between the committee substitute and the senate bill as filed. Senator Campbell moved adoption of the committee substitute; without objection, it was so ordered. Senator Campbell moved that SB 13 do not pass but that CSSB 13 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 3 nays, 0 present not voting, and 0 absent.

 

There being no further business, at 6:36 PM Senator Hancock moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
