Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, February 28, 2017, in the Betty King Committee Room at Austin, Texas.

Senator Eddie Lucio, Jr., the acting chair, called the meeting to order at 3:45 PM. There being a quorum present, the following business was transacted:

The chair laid out as a matter of pending business SB 7 and the committee substitute to SB 7 and recognized the author, Senator Bettencourt, to explain the bill.

Senator Bettencourt moved adoption of the committee substitute sent up at the February 23, 2017 public hearing; without objection, it was so ordered.

Senator Bettencourt moved that SB 7 do not pass but that CSSB 7 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 2 absent.

There being no further business, at 3:48 PM Senator Van Taylor moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
