Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Wednesday, September 12, 2018, in the Capitol Extension, Room E1.012, at Austin, Texas.

Chairman Seliger called the Senate Higher Education Committee meeting to order at 9:03 AM. This being a joint hearing, Chairman Larry Taylor called the Senate Education Committee to order at 9:04 AM.
Chairman Seliger and Chairman Taylor shared presiding duties.
The Chairs made opening remarks about the joint committee hearing.
Chairman Seliger then laid out the following interim charge:
Dual Credit: Review dual credit opportunities throughout the state, examining the impact of HB 505 (84th Legislature) on students in particular. Look at the outcomes of statewide studies completed in Texas regarding dual credit, and examine the current rigor of dual credit courses, as well as how to improve advising for students in dual credit. (JOINT CHARGE with HIGHER EDUCATION)
A quorum was established at 10:47 AM.
Chairman Seliger called invited testimony (see attached witness list).
Chairman Seliger then opened public testimony (see attached witness list).
The chair moved that the public testimony be closed; without objection, it was so ordered.
There being no further business, at 2:44 PM Senator Larry Taylor moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
