Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Monday, May 1, 2017, in the Capitol Extension, Room E1.036, at Austin, Texas.

Senator Nichols sent up committee substitutes for SB 1514 and SJR 51 .  The chair recognized Senator Estes to explain the difference between the committee substitutes and the senate bills as filed.  Senator Nelson moved adoption of the committee substitutes for SB 1514 and SJR 51; without objection, it was so ordered.

Senator Nelson moved adoption of the committee substitute for SB 1505; without objection, it was so ordered.

 

Senator Hinojosa moved that SB 1505 do not pass but that CSSB 1505 be reported back to the Senate with the recommendation that it do pass and be printed. The motion failed with a record vote of 7 ayes, 4 nays, 1 present not voting, and 3 absent.

 

Senator Taylor, Larry moved to reconsider the vote.  Without objection, it was so ordered.

 

Senator Bettencourt moved that SB 1514 do not pass but that CSSB 1514 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 3 nays, 0 present not voting, and 1 absent.

 

Senator Hinojosa moved that SB 1745 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Bettencourt moved that SJR 51 do not pass but that CSSJR 51 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 3 nays, 0 present not voting, and 1 absent.

 

Senator Hinojosa moved that SJR 55 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Nelson recommended that SJR 55 be placed on the Local & Uncontested Calendar.

Senator Kolkhorst submitted a motion in writing asking to be shown voting aye on SB 1514, SB 1745, SJR 51, SJR 55, HB 217, HB 455, HB 777 and HB 1346.  Senator Kolkhorst asked to be shown voting nay on SB 1031.
