Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Wednesday, March 1, 2017, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 8:04 AM. There being a quorum present, the following business was transacted:

Senator Lois Kolkhorst
At 8:04 AM Senator Uresti assumed the chair.
The chair laid out as a matter of pending business SB 8 and recognized the author, Senator Schwertner, to explain the bill.
Senator Schwertner moved to withdraw the committee substitute to SB 8, which was discussed at a previous hearing; without objection, it was so ordered.
Senator Schwertner sent up a new committee substitute. The chair recognized Senator Schwertner to explain the difference between the committee substitute and the senate bill as filed.
Senator Perry moved adoption of the committee substitute for SB 8; without objection, it was so ordered.
Senator Perry moved that SB 8 do not pass but that CSSB 8 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 1 nay, 0 present not voting, and 1 absent. Senator Kolkhorst submitted a motion in writing requesting to be shown voting aye on the committee substitute for SB 8.
At 8:09 AM Senator Schwertner resumed the chair.
The chair laid out as a matter of pending business SB 415 and recognized the author, Senator Perry, to explain the bill.
Senator Burton moved that SB 415 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 2 nays, 0 present not voting, and 1 absent. Senator Kolkhorst submitted a motion in writing requesting to be shown voting aye on SB 415.
The chair laid out as a matter of pending business SB 258 and recognized the author, Senator Huffines, to explain the bill.
Senator Buckingham moved to withdraw the committee substitute to SB 258, which was discussed at a previous hearing; without objection, it was so ordered.

Senator Kolkhorst submitted a motion in writing requesting to be shown voting aye on the committee substitute for SB 258.
The chair moved that voting on SB 8, SB 415, and SB 258 be held open until the end of the hearing so committee members arriving late could record their votes; without objection, it was so ordered.
The chair laid out SB 497 and recognized the author, Senator Uresti, to explain the bill.
Senator Uresti sent up a committee substitute. The chair recognized Senator Uresti to explain the difference between the committee substitute and the senate bill as filed.
Senator Uresti moved adoption of the committee substitute for SB 497; without objection, it was so ordered.
