Amend CSHB 1 (house committee report) in Article V of the bill, following the appropriations to the Juvenile Justice Department (page V-36), by adding the following appropriately numbered rider and renumbering subsequent riders accordingly:
____. Study on the Confinement of Children with Mental Illness or Intellectual Disabilities. Out of the funds appropriated above, the Juvenile Justice Department shall conduct a study to develop strategies to reduce the confinement of children with mental illness or intellectual disabilities. Not later than September 1, 2020, the department shall report the results of the study to the governor, the lieutenant governor, and each member of the legislature.
