Amend CSHB 1 as follows:
(1) On page VI-27 in the bill pattern of the Texas Commission on Environmental Quality, add the following new rider:
____. Contingency Rider for HB3745. Contingent on enactment of HB3745, relating to the Texas Emissions Reduction Plan Fund and Account, by the Eighty-Sixth Legislature, Regular Session, or similar legislation, reduce appropriations to the Texas Commission on Environmental Quality in Strategy A.1.1, Air Quality Assessment and Planning, by $7,485,559 in fiscal year 2020 and $7,485,559 in fiscal year 2021 in General Revenue-Dedicated Texas Emissions Reduction Program No. 5071 funds.
(2) On page III-96 in the bill pattern of Prairie View A&M University, add the following new rider:
____. Contingency Rider for HB3745. Contingent on enactment of HB3745, relating to the Texas Emissions Reduction Plan Fund and Account, by the Eighty-Sixth Legislature, Regular Session, or similar legislation, increase appropriations to Prairie View A&M University in Strategy C.2.1, Agriculture Match, by $7,485,559 in fiscal year 2020 and $7,485,559 in fiscal year 2021 in general revenue. Out of funds appropriated to Prairie View A&M University in Strategy C.2.1, Agriculture Match, $9,619,458 in general revenue in fiscal year 2020 and $9,619,458 in general revenue in fiscal year 2021, shall be used for the Agriculture Match to meet the federal match requirement.
(3) Adjust all agency strategies and all totals in the bill as appropriate.
