Amend CSHB 1 (house committee printing), in Part 17, Article IX, by adding the following appropriately numbered section:

Sec. 17.____.  Appropriation Reduction for School District Property Tax Relief. Notwithstanding the amounts appropriated by this Act, each appropriation of undedicated general revenue made by Article X of this Act for each fiscal year in the state fiscal biennium ending August 31, 2021, is reduced by eight percent. The reduction must be allocated proportionately to each applicable strategy identified in the bill pattern appropriations of that article. An amount of general revenue equal to the amount by which appropriations are reduced under this section is appropriated to the Texas Education Agency for the state fiscal biennium ending August 31, 2021, for use in providing school district property tax relief by reducing the state compression percentage, as defined by Section 42.2516, Education Code.
