Amend CSHB 1 (house committee printing) as follows:

(1) In Article XI of the bill, add the following appropriately numbered rider:

____.  Contingency for HB 14. Contingent on enactment of HB 14 or similar legislation, the Higher Education Coordinating Board is appropriated $2,500,000 from the General Revenue Fund in fiscal year 2021 to implement the legislation.
