Amend CSHB 1 (house committee printing) in Article XI of the bill as follows:

(1)  Under the appropriations to the General Academic Institutions/TSTCs/LSC (page XI-5), add the following appropriately numbered rider and renumber subsequent riders accordingly:

____.  Institute for a Disaster Resilient Texas. Contingent on enactment of HB 2345, or similar legislation by the Eighty-Sixth Legislature relating to resources to facilitate disaster mitigation, response, and recovery proposing a constitutional amendment, in addition to amounts appropriated above, the Texas A&M University System is appropriated $5,000,000 in federal funding in the state fiscal biennium ending August 31, 2021, to implement the provisions of the legislation. Any unexpended balances at the end of fiscal year 2020 are appropriated for the same purpose for fiscal year 2021.

(2)  Under the appropriations to the Water Development Board (page XI-13), add the following appropriately numbered rider and renumber subsequent riders accordingly:

____.  Institute for a Disaster Resilient Texas. Contingent on enactment of HB 2345, or similar legislation by the Eighty-Sixth Legislature relating to resources to facilitate disaster mitigation, response, and recovery proposing a constitutional amendment, in addition to amounts appropriated above, the Water Development Board is appropriated $86,030 in general revenue in fiscal year 2020 and $75,024 in general revenue in fiscal year 2021 to implement the provisions of the legislation. Any unexpended balances at the end of fiscal year 2020 are appropriated for the same purpose for fiscal year 2021.

(3)  Adjust the article totals and methods of financing accordingly.
