Amend CSHB 1 as follows:
(1) On page V-57 of the Department of Public Safety's bill pattern, add the following rider:
____.  Combined DNA Index System (CODIS). Out of funds appropriated above, the Department of Public Safety shall use no more than $2,000,000 to fund a study of the crime lab system directed by the Texas Forensic Science Commission (administratively attached to the Office of Court Administration), through an interagency contract. The study shall assess opportunities to improve coordination between all of Texas' public crime laboratories, law enforcement, and the Combined DNA Index System (CODIS), with a focus on increasing efficiency and capacity, and prioritizing the testing of evidence most likely to impact criminal cases.
The Texas Forensic Science Commission may contract with a qualified current or former CODIS administrator and other subject matter expert(s) as necessary to assist with any technical aspects of the study.
The Texas Forensic Science Commission shall produce and publish a report with its findings by October 31, 2020.
