On page I-21 of CSHB 1, add the following rider:

____.  Report on Costs Passed Down to Local Taxing Entities. Out of funds appropriated above, the Comptroller of Public Accounts shall submit a report on the amount of revenue spent by a local taxing entity on state mandates as a consequence of any legislation which places a cap on growth in local property tax revenue and goes into effect during the current biennium. Eligible taxing entities include but are not limited to cities, counties, hospital districts, junior college districts, emergency services districts, and municipal utility districts. The Comptroller of Public Accounts shall submit this report by December 1 of each year to the speaker of the house, the lieutenant governor, and the chair of the house Committee on Ways and Means.
