Amend CSHB 1 as follows:
(1) On page V-45 of the Department of Public Safety bill pattern, reduce Strategy B.1.2, Routine Operations, by $25,457,433 in general revenue for fiscal year 2020 and by $25,457,433 in general revenue for fiscal year 2021.
(2) On page II-33 of the Health and Human Services Commission bill pattern, increase Strategy A.1.5, Children, by $25,457,433 in general revenue and $40,273,094 in federal funds for fiscal year 2020 ($65,730,527 in All Funds), and $25,457,433 in general revenue and $40,273,094 in federal funds for fiscal year 2021 ($65,730,527 in All Funds).
(3) On page II-xx of the Health and Human Services Commission bill pattern, add the following rider:
____. Home Care Therapy Rate Restoration. Included in amounts appropriated above in Strategy A.1.5, Children, is $25,457,433 in general revenue and $40,273,094 in federal funds for fiscal year 2020 ($65,730,527 in All Funds), and $25,457,433 in general revenue and $40,273,094 in federal funds for fiscal year 2021 ($65,730,527 in All Funds) to provide a 25 percent rate increase for Medicaid home health physical and occupational therapy and 17 percent rate increase for speech therapy services.
