Amend CSHB 1 (house committee report), in Article V of the bill, following the appropriations to the Department of Criminal Justice (page V-22), by adding the following appropriately numbered rider:

____.  Texas Second Chance Grant Pilot Program. Notwithstanding any other provision of this bill and to the extent authorized by general law, the Department of Criminal Justice shall allocate a portion of the amount, as determined by the department, appropriated above for Strategy C.2.2, Academic and Vocational Training, for the purpose of developing and implementing the Texas Second Chance Grant Pilot Program to make grants for postsecondary education available to inmates and to assess whether the availability of those grants increases participation by inmates in quality educational courses or programs.
