Amend CSHB 1 (house committee printing) on page I-58, Trusteed Programs within the Office of the Governor, by adding the following appropriately numbered rider:

____.  Small Business Access Program. Out of funds appropriated above in Strategy C.1.1, Create Jobs and Promote Texas, the Office of the Governor shall allocate up to $3,000,000 in funds for the creation of the Small Business Capital Access Program, contingent upon enactment of HB 3942 or similar legislation during the Eighty-Sixth Legislature, Regular Session.
