____. Courthouse Preservation Grants to Certain Counties. Out of funds appropriated above in Strategy A.1.3, Courthouse Preservation, not less than 20 percent of funds allocated for courthouse preservation grants shall be awarded to counties in which the county collects annually less than $5,000,000 in ad valorem tax receipts.
