Amend CSHB 1 (house committee report) in Article I, following the appropriations to Fiscal Programs-Comptroller of Public Accounts (page I-22), by adding the following appropriately numbered rider:

____.  Contingency Rider: Motor Fuel Tax Exemption for Rural Transit Districts. Contingent on the passage and becoming of law of HB 916, or other similar legislation of the 86th Legislature, Regular Session, 2019, relating to the exemption of rural transit districts from motor fuel taxes, the Comptroller of Public Accounts, using available general revenue appropriated to the Comptroller by this Act, shall implement the provisions of HB 916 or other similar legislation.
