Amend CSHB 1 (house committee printing) by adding the following appropriately numbered provision under Article II for the Department of Family and Protective Services (page II-18):

____.  Appropriation of Unexpended Balance for Prevention Programs. All unexpended balances appropriated above for strategies in Goal C, Prevention Programs, for the fiscal year ending August 31, 2020, are hereby appropriated for the same purposes for the fiscal year beginning September 1, 2020. The department shall notify the Legislative Budget Board and the governor as to why the appropriations were unexpended, and how they will be used, prior to budgeting and expending the balances. The notification shall be prepared in a format specified by the Legislative Budget Board.
