Amend Amendment No. 78 by J.E. Johnson to CSHB 1 (page 149, prefiled amendments packet) by striking the text of the amendment and substituting the following:

Amend CSHB 1 (house committee printing) in Article XI of the bill, following the Article II items for the Health and Human Services Commission (page XI-5), by adding the following appropriately designated rider:

____.  Contingency for HB 4400. Contingent on the passage and becoming law of HB 4400 or similar legislation of the 86th Legislature, Regular Session, 2019, relating to the establishment of a pilot program to create additional housing for certain individuals with an intellectual or developmental disability through a Medicaid waiver program, the Health and Human Services Commission is appropriated the amount of $4,000,000 out of the General Revenue Fund for the state fiscal year ending August 31, 2020, and the amount of $4,000,000 for the state fiscal year ending August 31, 2021, for Strategy A.3.1, Home and Community-based Services (page II-33), to implement the provisions of the legislation.
