Amend CSHB 3 (senate committee report) in SECTION 1.027 of the bill, in added Section 48.109, Education Code (page 22, between lines 43 and 44), by inserting the following appropriately lettered subsection:
(__) Funds allocated under this section must be used to fund programs and services designed to improve student performance in reading in prekindergarten through third grade, such as programs and services designed to assist the district in achieving the goals set in the district's early childhood literacy plan adopted under Section 11.256 or services designed to improve support for children three years of age or younger who are not enrolled in prekindergarten.
