Amend Amendment No. 78 by Bettencourt to CSHB 3 in item (3) of the amendment (page 19, following line 2) by inserting the following:

SECTION 6.___. The State Board for Educator Certification is required to implement a provision of Article 2B of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the board may, but is not required to, implement a provision of Article 2B of this Act using other appropriations available for that purpose.

SECTION 6.___.  The Texas Education Agency is required to implement a provision of Article 2B of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the agency may, but is not required to, implement a provision of Article 2B of this Act using other appropriations available for that purpose.
