Amend CSHB 11 (house committee report) by adding the following appropriately numbered SECTION to the bill and renumbering the SECTIONS of the bill and any cross-references to those SECTIONS accordingly:

SECTION ____.  An employee of the Texas Department of Motor Vehicles employed by the department before the effective date of this Act may not be transferred to perform the duties described by Section 113(a). Only full-time equivalent positions for which the 86th Legislature made appropriations to the department for the purpose of administering those duties in HB 1 (General Appropriations Act) or similar legislation of the 86th Legislature, Regular Session, 2019, may perform those duties.
