Amend CSHB 362 (house committee printing) as follows:

(1)  Strike "or city" in each of the following places it appears:

(A)  page 1, line 23;

(B)  page 2, line 3;

(C)  page 2, line 14; and

(D)  page 2, line 25.

(2)  On page 2, line 13, strike "and cities".

(3)  On page 3, line 8, strike "or city's".

(4)  Add the following appropriately numbered SECTION to the bill and renumber subsequent SECTIONS of the bill accordingly:

SECTION ____.  The secretary of state is required to implement a provision of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the secretary of state may, but is not required to, implement a provision of this Act using other appropriations available for that purpose.
