Amend HB 511 (house committee printing) as follows:
(1)  On page 1, line 5, strike "644.101(c)" and substitute "644.101"
(2)  On page 1, line 6, between "amended" and "to", insert "by amending Subsections (a) and (c) and adding Subsection (c-1)"
(3)  On page 1, between lines 6 and 7, insert the following:
(a)  The department shall establish procedures, including training, for the certification of municipal police officers, sheriffs, [and] deputy sheriffs, constables, and deputy constables to enforce this chapter.
(4)  On page 1, between lines 14 and 15, insert the following:
(c-1)  A sheriff, deputy sheriff, constable, or a deputy constable of a county with a population of more than 450,000 that borders a county with a population of more than 3.3 million is eligible to apply for certification under this section.
(5)  Add the following appropriately numbered SECTION to the bill and renumber subsequent SECTIONS of the bill accordingly:
SECTION ____.  Section 644.103(b), Transportation Code, is amended to read as follows:
(b)  A municipal police officer who is certified under Section 644.101 may stop, enter, or detain on a highway or at a port of entry within the territory of the municipality a motor vehicle that is subject to this chapter. A sheriff, [or] deputy sheriff, constable, or deputy constable who is certified under Section 644.101 may stop, enter, or detain on a highway or at a port of entry within the territory of the county a motor vehicle that is subject to this chapter.
