Amend HB 3018 on third reading by adding the following appropriately numbered SECTION to the bill and renumbering subsequent SECTIONS of the bill accordingly:

SECTION ____.  A school district is required to implement a provision of this Act only if the legislature appropriates money to the Texas Education Agency that is provided to school districts specifically for that purpose. If the legislature does not appropriate money that is provided to school districts specifically for that purpose, a school district may, but is not required to, implement a provision of this Act using other appropriations available for that purpose.
