Amend HR 4 (adopting the permanent rules of the house) in Rule 1, Section 9, by adding the following language:
(c) Further consideration of the matter or proposition that is the subject of a question of order is prohibited until the speaker decides the question of order and any appeal of that decision has been determined by the house. Consideration of any other matter or proposition is also prohibited while a question of order is pending, unless the question of order is temporarily withdrawn and the matter or proposition that is the subject of the question of order is postponed. On a motion that is seconded by five members and that is adopted by a majority vote of members present, the question of order must be temporarily withdrawn and the matter or proposition that is the subject of the question of order must be postponed. Upon the disposition of the question of order, the postponed item shall be the next item considered. Withdrawal of the question of order does not prevent any member from raising that question of order when the matter or proposition is again before the house.
