Amend HR 4 in Chapter C, Rule 1, by adding Section 19 to read as follows:

Sec. 19. TERM LIMITS FOR SPEAKER. A member is not eligible to serve as speaker if the member served as speaker for all or part of three previous, consecutive legislatures, beginning during the 86th Legislature. A member serving as speaker in violation of this section vacates the office of speaker.

Amend HR 4 in Chapter A, Rule 4, by adding Section 6A to read as follows:

Sec. 6A. TERM LIMITS FOR CHAIR. A member is not eligible to serve as a chair of a committee if the member served as the chair of the same committee for all or part of three previous, consecutive legislatures, beginning during the 86th Legislature. A member serving as a chair of a committee in violation of this section vacates the office of the chair of the committee.
