Amend HR 4 (adopting the permanent rules of the house) in Rule 4, Section 20 (page 71, between lines 21 and 22), by adding Subsection (i) to read as follows:
(i) In addition to other locations from which a person may execute and submit a sworn statement under this section, if an electronic form is used for the sworn statement then a member may allow a person to electronically execute and submit a sworn statement to the appropriate committee from the member's Capitol office or district office. The Committee on House Administration shall prescribe procedures to implement this subsection.
