Amend HR 4 (adopting the permanent rules of the house) in Rule 8, Section 5 (page 154, between lines 12 and 13), by inserting the following appropriately designated subsection:
( ) The chief clerk shall allow the primary author of a bill or resolution to remove from the chief clerk's office the appropriate form or device that a member must sign in order to become a coauthor or joint author of the bill or resolution. The chief clerk may not limit the number of times that a member may remove the form or device.
