Amend CSSB 943 (senate committee report) as follows:
(1)  In SECTION 1 of the bill, in added Section 552.003(7), Government Code (page 2, line 41), strike "exchanged" and substitute "sent".
(2)  In SECTION 2 of the bill, in added Section 552.0222(b)(1), Government Code (page 3, line 2), strike "subject to" and substitute "excluding any information that was properly redacted under".
(3)  In SECTION 2 of the bill, in added Section 552.0222(b)(2), Government Code (page 3, line 4), strike "subject to" and substitute "excluding any information that was properly redacted under".
(4)  In SECTION 9 of the bill, strike added Section 552.371(a), Government Code (page 5, lines 31-34), and substitute the following:
(a)  This section applies to an entity that is not a governmental body that executes a contract with a governmental body that:
(1)  has a stated expenditure of at least $1 million in public funds for the purchase of goods or services by the governmental body; or
(2)  results in the expenditure of at least $1 million in public funds for the purchase of goods or services by the governmental body in a fiscal year of the governmental body.
(5)  In SECTION 9 of the bill, in added Section 552.372(a)(2), Government Code (page 6, line 1), strike "produce" and substitute "provide to the governmental body".
(6)  In SECTION 9 of the bill, in added Section 552.372(b), Government Code (page 6, line 11), strike "A" and substitute "Unless Section 552.374(c) applies, a".
(7)  In SECTION 9 of the bill, in added Section 552.373(3), Government Code (page 6, line 33), between "(3)" and "advise", insert "unless Section 552.374(c) applies,".
(8)  In SECTION 9 of the bill, in added Section 552.374(a), Government Code (page 6, line 39), strike "A" and substitute "Subject to Subsection (c), a".
(9)  In SECTION 9 of the bill, at the end of added Section 552.374, Government Code (page 6, between lines 58 and 59), insert the following:
(c)  A governmental body may not terminate a contract under this section if the contract is related to the purchase or underwriting of a public security, the contract is or may be used as collateral on a loan, or the contract's proceeds are used to pay debt service of a public security or loan.
(10)  In SECTION 9 of the bill, between added Sections 552.374 and 552.375, Government Code (page 6, between lines 58 and 59), insert the following:
Sec. 552.375.  OTHER CONTRACT PROVISIONS. Nothing in this subchapter prevents a governmental body from including and enforcing more stringent requirements in a contract to increase accountability or transparency.
