BACKGROUND AND PURPOSE
Concerns have been raised about the number of distracted driving accidents across Texas. H.B. 87 seeks to address this issue by requiring the Department of Public Safety to provide information concerning state laws relating to distracted driving to driver's license applicants under 18 years of age.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 87 amends the Transportation Code to include information concerning state laws relating to distracted driving among the information the Department of Public Safety is required to provide to a person under 18 years of age applying for a driver's license and to the person's application cosigner.

September 1, 2019.
