BACKGROUND AND PURPOSE

 

It has been suggested that the authority for certain counties to impose an additional vehicle registration fee to fund long-term transportation projects is a valuable tool to help mitigate the growing transportation problems in Texas. H.B. 130 seeks to clarify which counties are eligible to increase the fee with voter approval.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 130 amends the Transportation Code to revise provisions relating to the imposition of an optional county vehicle registration fee used to fund certain county transportation projects by clarifying that the commissioners court of a county that borders the United Mexican States and has a population of more than 250,000 and less than 700,000 and the commissioners court of a county that has a population of more than 1.5 million that is coterminous with a regional mobility authority are authorized to increase the additional fee from an amount that does not exceed $10 to an amount that does not exceed $20 if approved by a majority of the qualified voters of the county voting on the issue at a referendum election ordered and held by the commissioners court for that purpose.
