BACKGROUND AND PURPOSE

 

There have been calls for more clarity regarding the composition of the combative sports advisory board. H.B. 201 seeks to provide this clarity by changing the manner in which the board's membership is determined.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 201 amends the Occupations Code to replace the requirement that the Texas Commission of Licensing and Regulation (TCLR) by rule establish the number of members on the combative sports advisory board, if TCLR elects to appoint such a board, with a requirement that TCLR, if it so elects, appoint nine members as specified by the bill. The bill provides for the continuation of a member's term and for the appointment of members as the terms of members expire or as vacancies occur on or after the bill's effective date in a manner consistent with the bill's provisions.
