BACKGROUND AND PURPOSE

 

There have been calls to honor the memory of Judge John L. Horn. C.S.H.B. 310 seeks to recognize Judge Horn by designating a portion of Farm-to-Market Road 1570 and Spur 1570 in Hunt County as the John L. Horn Memorial Parkway.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 310 amends the Transportation Code to designate the portion of Farm-to-Market Road 1570 in Hunt County between its intersection with State Highway 34 and State Highway 66 and Spur 1570 in Hunt County between its intersection with State Highway 66 and U.S. Highway 380 as the John L. Horn Memorial Parkway. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the designation as the John L. Horn Memorial Parkway and any other appropriate information and to erect a marker at each end of the parkway and at appropriate intermediate sites along the parkway.

 

EFFECTIVE DATE

 

September 1, 2019.
