BACKGROUND AND PURPOSE

 

Concerns have been raised about the lack of resources available to certain counties on the Texas‑Mexico border facing transportation and mobility issues. It has been suggested that effective and efficient transportation infrastructure is a concern of great importance to governmental entities, transportation officials, business owners, and residents within these counties. C.S.H.B. 333 seeks to address this issue by providing for the imposition of an additional vehicle registration fee to fund long-term transportation projects in these counties.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 333 amends the Transportation Code to authorize the commissioners court of a county that borders the United Mexican States and is part of a regional mobility authority that includes at least one other county to impose an additional vehicle registration fee to fund long-term transportation projects in the county.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.

 

COMPARISON OF ORIGINAL AND SUBSTITUTE

 

While C.S.H.B. 333 may differ from the original in minor or nonsubstantive ways, the following summarizes the substantial differences between the introduced and committee substitute versions of the bill.

 

The substitute does not include provisions relating to the creation and administration of the Middle Rio Grande Regional Mobility Authority. The substitute changes the criteria that a county must satisfy to be authorized to impose the additional vehicle registration fee and changes the bill's effective date.
