BACKGROUND AND PURPOSE
Concerns have been raised regarding the lack of display of the appropriate speed limit following the end of construction and maintenance work zones on roads and highways across Texas. H.B. 339 seeks to remedy this situation by providing for the display of the appropriate speed limit at the end of these zones.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 339 amends the Transportation Code to require an entity that sets a lower speed limit on a road or highway in the state highway system for a construction or maintenance work zone to place or require to be placed a sign at the end of the zone that indicates the speed limit after the zone ends.

September 1, 2019.
