BACKGROUND AND PURPOSE

 

There are concerns that few public school districts have implemented the human trafficking training curriculum developed by the appropriate state agencies for public school administrators. It has been suggested that completing this training could improve the ability of school district leadership to identify and report potential victims of human trafficking and lead to the training of other school administrators and teachers within their respective districts. H.B. 403 seeks to address these concerns by including training regarding human trafficking and other child maltreatment in the training requirements for independent school district board trustees and superintendents.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 403 amends the Education Code to include one hour of training on identifying and reporting potential child victims of sexual abuse, human trafficking, and other maltreatment in the State Board of Education training required to be completed by an independent school district trustee at least every two years. The bill requires continuing education requirements for a superintendent of an independent school district to include at least 2-1/2 hours of training on those topics every five years, but expressly does not require a superintendent subject to continuing education requirements immediately before the bill's effective date to comply for any continuing education requirements period that ends before January 1, 2021.
