BACKGROUND AND PURPOSE

There have been calls to honor the life and service of Congresswoman Barbara Jordan, who was the first African American woman elected to the Texas Senate and the first African American woman from a southern state elected to the U.S. Congress. C.S.H.B. 519 seeks to recognize the legendary career and advocacy of Congresswoman Jordan by designating a portion of State Highway 288 in Harris County as the Barbara Jordan Memorial Parkway.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
