BACKGROUND AND PURPOSE
There are concerns that the joint election requirement applicable to an election for trustees of an independent school district may result in long-term vacancies on the board of trustees. H.B. 613 seeks to address these concerns by removing that requirement while still providing a statutory framework for joint elections for trustees.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 613 amends the Education Code to remove the requirement that an election for trustees of an independent school district be held as a joint election on the same date as certain other elections and to make statutory provisions relating to such a joint election applicable only if such a joint election is held.
