BACKGROUND AND PURPOSE

 

It has been noted that the statutes governing the Muenster Hospital District place a heavy administrative burden on the district. Concerns have been raised that, without statutory updates, the district will continue to be hampered by an oversized administration. H.B. 886 seeks to address these concerns by restructuring the district's administration to allow the district to become more efficient for taxpayers.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 886 amends the Special District Local Laws Code to decrease from nine to seven the number of directors of the Muenster Hospital District and to provide for the transition to the new composition of the district's board of directors. The bill combines the board officer positions of vice president and secretary into one vice president-secretary position. The bill removes the board president's role as chief executive officer of the district and replaces the role of district administrator with that of chief executive officer of the district and the role of assistant administrator with that of assistant to the chief executive officer.  

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
