BACKGROUND AND PURPOSE
There are concerns about a dearth of school safety training provided to newly elected school board members. H.B. 975 seeks to provide more school safety training to those school board members.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 975 amends the Education Code to require the State Board of Education (SBOE) to require a member of the board of trustees of an independent school district to complete training on school safety. The bill requires the SBOE, in coordination with the Texas School Safety Center, to develop the curriculum and materials for the training not later than January 1, 2020.
