BACKGROUND AND PURPOSE

 

It has been noted that public improvement districts have been successful in boosting tourism in their respective localities and that other localities, such as the City of Amarillo, may benefit from the creation of such a district. C.S.H.B. 1135 seeks to address this issue by including certain municipalities among those that may undertake a project that confers a special benefit on areas that share a common characteristic or use.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY                                            

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 1135 amends the Local Government Code to include a municipality that has a population of more than 180,000 and less than 200,000 among the municipalities authorized to undertake a project that confers a special benefit on areas that share a common characteristic or use in a public improvement district if the district is solely composed of territory in which the only businesses are hotels with 10 or more rooms ordinarily used for sleeping.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.

While C.S.H.B. 1135 may differ from the original in minor or nonsubstantive ways, the following summarizes the substantial differences between the introduced and committee substitute versions of the bill.
