BACKGROUND AND PURPOSE

 

Recent legislative efforts designated a portion of Farm-to-Market Road 666 in Nueces County as the Kollyn Barton Memorial Highway. There have been calls to change the name of the designation to incorporate the designee's full name. H.B. 1605 seeks to designate the roadway as the Kollyn Gene Barton Memorial Highway.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1605 amends the Transportation Code to change the designation of the portion of Farm‑to‑Market Road 666 in Nueces County between its intersection with State Highway 44 and Farm‑to‑Market Road 624 from the Kollyn Barton Memorial Highway to the Kollyn Gene Barton Memorial Highway.

 

H.B. 1605 repeals Section 225.124, Transportation Code, as added by Chapter 1008 (H.B. 1317), Acts of the 85th Legislature, Regular Session, 2017, as duplicative of Section 225.129, Transportation Code.

 

EFFECTIVE DATE

 

September 1, 2019.
