AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

It has been noted that although Victoria County had previously been declared a nonattainment area by the U.S. Environmental Protection Agency (EPA), the county has not been designated as such since the EPA redesignated the area around two decades ago. This situation has prompted calls to remove the county as an affected county for purposes of the Texas emissions reduction plan. H.B. 1627 seeks to provide for this removal.

 

H.B. 1627 amends the Health and Safety Code to remove Victoria County as an affected county for purposes of the Texas emissions reduction plan.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 386.001(2), Health and Safety Code, to remove Victoria County from the list of "affected counties" for purposes of the Texas emissions reduction plan.

 

SECTION 2. Effective date: upon passage or September 1, 2019.
