BACKGROUND AND PURPOSE

 

There have been calls to recognize the storied legacy of service to the United States of America by the 173rd Airborne Brigade of the U.S. Army. H.B. 1656 seeks to honor that service by providing for the issuance of a specialty license plate for persons who served in the 173rd Airborne Brigade.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1656 amends the Transportation Code to require the Texas Department of Motor Vehicles to issue specialty license plates for persons who have served in the 173rd Airborne Brigade of the U.S. Army and to require the license plates to include the 173rd Airborne Brigade emblem and the words "173rd Airborne Brigade" at the bottom of each plate.
