AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Harris County Municipal Utility District No. 377 (district) encompasses an area within the extraterritorial jurisdiction of the City of Houston. The land located within the district is in need of new and expanded road facilities to accommodate development. H.B. 1674 authorizes the district to impose taxes and issue bonds and obligations to provide road facilities to the district.

 

H.B. 1674 amends current law relating to the powers and duties of the Harris County Municipal Utility District No. 377, and provides authority to issue bonds.

 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Subtitle F, Title 6, Special Utility Local Laws Code, by adding Chapter 8034, as follows:

 

CHAPTER 8034. HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 377

 

Sets forth standard language relating to Harris County Municipal Utility District No. 377 in Harris County. Sets forth standards, procedures, requirements, and criteria for:

 

Defining and setting forth findings of benefit and purpose relative to the district (Sections 8034.0101�8034.0102);

 

Powers and duties, including authority for road projects (Sections 8034.0201�8034.0202); and

 

Authority to issue bonds for the district (Section 8034.301).

 

SECTION 2. Provides that all requirements of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.

 

SECTION 3. Effective date: upon passage or September 1, 2019.
