AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Harris County Municipal Utility District No. 380 (district) encompasses an area within the extraterritorial jurisdiction of the City of Houston. The land located within the district is in need of new and expanded road facilities to accommodate development. H.B. 1678 authorizes the district to impose taxes and issue bonds and obligations to provide road facilities to the district.

 

H.B. 1678 amends current law relating to the powers and duties of the Harris County Municipal Utility District No. 380, and provides authority to issue bonds.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Subtitle F, Title 6, Special District Local Laws Code, by adding Chapter 8035, as follows:

 

CHAPTER 8035. HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 380

 

Sets forth standard language related to the Harris County Municipal Utility District No. 380 (district) in Harris County. Sets forth standards, procedures, requirements, and criteria for:

 

Defining and setting forth findings of public purpose and benefit relating to the district (Sections 8035.0101�8035.102);

 

Powers and duties of the district, including road projects (Section 8035.0201�8035.0202); and

 

Provisions relating to bonds for road projects (Section 8035.0301).

 

SECTION 2. Provides that all requirements of the constitution and laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.

 

SECTION 3. Effective date: upon passage or September 1, 2019.
