BACKGROUND AND PURPOSE
It has been suggested that the requirement for a boiler's posted certificate of operation to be under glass is unnecessary. H.B. 1684 seeks to provide greater flexibility for business owners by removing the specification that a boiler's certificate of operation must be posted under glass.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1684 amends the Health and Safety Code to remove the specification that a certificate of operation for a boiler must be posted under glass.
