BILL ANALYSIS

C.S.H.B. 1838

By: Hefner

Defense & Veterans' Affairs

Committee Report (Substituted)

BACKGROUND AND PURPOSE

It has been suggested that the bravery and sacrifices of veterans who heroically served the United States deserve additional recognition. C.S.H.B. 1838 seeks to provide this recognition by designating a memorial highway in Texas in honor of these veterans.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

C.S.H.B. 1838 amends the Transportation Code to designate the portion of U.S. Highway 271 in Titus County between its intersection with Billy Daniel Street and its northern intersection with U.S. Highway 271 Business as the Titus County Korean War Veterans Memorial Highway. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the designation as the Titus County Korean War Veterans Memorial Highway and any other appropriate information and to erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

EFFECTIVE DATE

September 1, 2019.

COMPARISON OF ORIGINAL AND SUBSTITUTE

While C.S.H.B. 1838 may differ from the original in minor or nonsubstantive ways, the following summarizes the substantial differences between the introduced and committee substitute versions of the bill.

The substitute changes the portion of U.S. Highway 271 receiving the memorial designation from the portion between Farm-to-Market Road 1734 and the highway's northern intersection with U.S. Highway 271 Business to the portion between Billy Daniel Street and that intersection.
