AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Despite their critical role in emergency and trauma care, registered nurses are underrepresented on the Governor's EMS and Trauma Advisory Council. H.B. 1869 would revise the composition of the members of the Governor's EMS and Trauma Advisory Council by including a registered nurse with trauma experience.

 

H.B. 1869 amends current law relating to the composition of the Governor's EMS and Trauma Advisory Council.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Sections 773.012(b) and (f), Health and Safety Code, as follows:

 

(b) Provides that the Governor's EMS and Trauma Advisory Council (advisory council) is composed of the following 17 members, rather than the following 15 members, appointed by the governor:

 

(1) and (2) makes no changes to these subdivisions;

 

(3) a registered nurse, appointed from a list of names recommended by a statewide professional association of emergency nurses;

 

(4) creates this subdivision from existing Subdivision (3) and renumbers subsequent subdivisions accordingly;

 

(5)�(13) makes no further changes to these subdivisions;

 

(14) makes a nonsubstantive change to this subdivision;

 

(15) creates this subdivision from part of existing Subdivision (13) and renumbers the subsequent subdivision accordingly; and

 

(16) makes no further changes to this subdivision.

 

(f) Provides that members of the advisory council serve staggered six-year terms with the terms of five or six members, rather than five members, expiring January 1 of each even‑numbered year.

 

SECTION 2. Requires the governor, not later than December 1, 2019, to appoint the members of the council as required by Section 773.012(b)(3), Health and Safety Code, as amended by this Act, and Section 773.012(b)(15), Health and Safety Code, as added by this Act.

 

SECTION 3. Effective date: upon passage or September 1, 2019.
